Anyone about to start a job, register as autónomo or contribute toward public healthcare in Fuerteventura. Island employers will usually ask to see it before they let you near a first shift.

We fill out the TA.1 form, book the appointment with the Tesorería General de la Seguridad Social and bring back your NUSS, usually inside a handful of days so it never holds up your start date.
