This is the bare identification code — letter, seven digits, letter. EU and non-EU alike are assigned one. By itself it is simply a reference printed on a piece of paper; it does not say anything about where you may live.
That green EU slip (or card)
EU, EEA and Swiss residents get either a green A4 sheet or a credit-card-sized green card. It carries your NIE number plus your registered island address and stands as proof that you are signed up as an EU resident here.
The TIE card
Non-EU nationals are issued a TIE — the Tarjeta de Identidad de Extranjero — a proper laminated card with your photo and fingerprint that shows the NIE number, your permit type and how long it is valid. This is the document non-EU residents keep in their wallet.
