The NIE is your identification number; the TIE is the physical residence card that displays it. As a non-EU resident, the TIE is the card you will carry.
For any stay over 90 days, yes — student, work, family or non-lucrative. The visa is issued at the Spanish consulate in your country before you travel. Some arrivals get the number itself started online through Gestoraz while the consulate is still sitting on the visa file.
Within 30 days of arriving in Fuerteventura you book a fingerprint (toma de huellas) appointment, hand in the EX-17 and your photos, and collect the card a few weeks on. We take care of the booking and the file.
